Well, that blind on the button causes some significant changes preflop.  In 
most NL games with two blinds with the small blind 1/2 or approximately 1/2 
the big blind, the to-go amount is the big blind, and if you limp it's 
actually calling the big blind bet.  For instance with 10 and 20 blinds, 
someone can open for 20 (calling the big blind), or if the open for a 
bigger amount it must be at least 40 because they are raising the big blind.

In the 3 blind structure there is no to-go amount, the minimum open is 
usually the sum of the blinds (or twice the big blind), but you aren't 
raising anything when you open for any amount.  For instance with 5,5,10 
blinds, a player can open for 20 or any amount larger than 20.

The method of killing works a little different in the two games.  In the 
two blind game when you kill, you post an amount that's at least twice the 
previous big blind;  you've bought the right to act last preflop and the 
amount you've posted is the new to-go amount.  In the 3 blind northern 
California game you post an amount that was at least equal to the previous 
minimum open bet but no more than 1/2 your stack;  you've bought the right 
to act last preflop and the new minimum bet is twice what you posted.
