In that case, yes this new game is much more like the online situation.
There can be tall stacks in this situation though.  I remember games on
Stars where the max buy was 600 but half the players had over 2K stacks.
I think what you described is more an initial state of the game, where
nobody is really tall stacked and people play more hands.   But then
there are some confrontations and there will be a few tall stacks while
the bust-outs will replenish themselves with chips.   The total grows
and so does the average number of chips per player.  Though in the lower
limit games, the time charge may counteract this effect a little.

Well as stack sizes grows, I do think a "skilled" player has more of an
absolute dollar edge (in terms of BB's) against a less skilled opponent.
Bear in mind that the skills for playing a short stack are different
than a tall stack though.  With the former, preflop decisions are
critical while it's conceivable a good tall stack player may not have to
play preflop as well--and anyway what hands you play preflop for a tall
stack become more of an exploitve nature as they depend a bit on your
opponents' weaknesses in postflop play. 

However the variance also increases, as the possibility of losing your
whole stack is present with each hand you play.    If we equate "luck"
and variance, I would say both the luck factor and skill edge increase
as everyone's stack becomes taller, but the skill factor may increase
faster.

Well the overlay only increases if the gamb00ling is incorrect.  If
people are correctly loosening up the overlay won't necessarily
increase.
