I would argue that with a stacks as deep as the starting stacks are
in the main event of the WSOP, taking off a few chips to account for
missed blinds is really noise.  Starting with 9900 instead of 10K
makes almost no difference.

The other "start with a full stack" alternative happens in
tournaments where stacks are very thin and rebuys are fast and 
furious, and example of which might be the supers for the WSOP.
In those cases, docking somebody chips when they fill a seat 
doesn't seem to matter much.
