My theory is that it depends on whether the Casino considers the food
to be a loss-leader or not. I think that most of the Bay Area cardrooms
try to at least break even on the food service, possibly even keeping
track of their budget separately.
It may vary based on city rules, too. I think that the LA area cardrooms
are allowed to give away free food/drinks, I've seen a few times where
they hand out pizza slices or hot dogs or donuts for free (not counting
tip to the servers)
