I'm unwilling to like that road.  I would far prefer to fight the fight against 
irresponsibility then say this guys ISP should have either forced him to 
accredit his ability to manage his network or just shut him down.  But it 
should would have felt good if he just got shut down.

As far as dealing with other peoples problems.  Yea, sure.  We all deal with 
them.  But part of dealing with them should be trying to figure out ways of 
introducing feedback into the system such that they are one the ones feeling 
pain, not you.  At least on the small scale.
