This is true. I think I agree that the masses will not accept
responsibility unless given sufficient incentive. If the feed
to the campaign office had been cut off the problem probably
would have been cleared up within hours. Otherwise, what is
their incentive to do anything about it unless they are directly
impacted. I think that detection by the network, which would
then isolate the infected components might work. If you don't
want your stuff being looked at then use a VPN. "Torpedoing"
offenders might also provide a sufficient incentive.

What is the incentive for the vendor? Why add cost to your
product when the masses will turn to the less expensive one.
I think what would sell is the "torpedo" feature. "Someone
spam you? Someone send you a virus? Use our torpedo feature
and teach the miscreant a lesson."
