Didn't it ever occur to them that the richest person at the table could win every hand by betting more than anyone could call?

Given that its a limit game, I don't consider the "must cover bets" rule to be that bad, as long as there is a cap on the betting (4 bet cap means you only need $360 to play out a hand of $15-30, which is hardly unreasonable. Side pots slow the game down, are confusing to many players and are a source of common dealer errors.
