Seal them in what? Plastic bags? The technology didn't exist in the Old
West.
A seal can be created by pouring candle wax on an envelope flap, and then
pressing the wax with a "seal," which in the old West might be the unique
designs on the rings of the participants. "Seals" in this sense have
existed for at least a thousand years, and until recently were important in
authenticating legal documents. (A reference to a sealed envelope appears in
Hamlet.) The sealed envelope could be given to a trusted third party or put
in the house safe.
