I'm not certain but I think the speed limit on 5 is higher than 99.
Timing my trips to avoid pre- and post-weekend traffic and such, I've
never a problem moving fast on 5.
As for the non-freeway 58, definitely avoid it, especially during the
day. Take either 46 or 7th Standard Rd over to 99, then head south on
99 to 58. Neither is freeway but both have fewer lights and congestion
than 58. (46 is more scenic, especially when the Wasco roses are in
bloom.) Alternately, go a bit south of Bakersfield and take 223 to 58.
Slightly longer but more scenic and less congested.
