Yes, they are somewhat north of the Bay Area.

Yeap, until you are to the south of the range.

In addition the Kitt Carlson pass (a fun drive and more likely to be
open then Sonora/Monitor/Tioga) there is also the Mount Rose
Highway[1] and SR 207 (Kingsbury Grade) which provide variations to the
50/80 routes.

[1] Whomever decide to renumber the Mount Rose Highway in the 60s such
that the number it uses is premuted when it crosses 395 made sure
this dyslexic will never remember the number.
