It is money that goes down the chute. It is not eligible to be won in
the pot. Therefor, it's a time charge.
It being live doesn't change that. It just changes your strategy.
Imagine a home game with no rake or time charge, but where whoever is on
the button gets to come in for one bet less than everyone else. That's
the poker game you are playing when you pay $3 on the button, live, in a
3-6 game.
